This is a quote by Nietzsche, apparently written on his 14th birthday. Back then music had as much meaning as deep philosophical musing.
Since we have learned that music is an emergent phenomenon, and can appear out of silence or noise, and doesn't need to be through-composed.
It isn't whether there is or isn't music. It is being in a state of readiness to appreciate it as a natural phenomenon.
The corollary in visual art is being observant, and being able to capture a moment in memory for the purpose of reconstructing it on a surface or in pixels, and shared on social networks.
